847f48a9d0 Add an app event for when a topic is fully loaded 
If we are interested in page events (say analytics), they are reported
when the route changes, which does not wait for any promises in
`setupController` to finish.

A plugin might want to know when a topic has fully loaded, so this event
is triggered when that happens.

de6edf9e4e FIX: Back button would go to previous topic instead of list

The issue here is the transition was not completing properly which meant
if you backed out of a topic quickly and entered a new one, hitting back
in the second topic would sometimes take you to the previous one instead
of back to the topic list.

6ddd8d9166 FIX: when entering topics "tracking" would not be set 
There was a timing issue when subscribing to messages for topics.

Old flow:

- We generate JSON for topic
- We subscribe to messages for topic

New flow:

- We keep track of last id in the topic message bus channel
- We generate JSON
- We subscribe to messages for topic starting at saved message id

This ensures that there is complete overlap for message consumption
and that there are no cases where an update may go missing due to timing
