Sam Saffron 333b5a19b2 FIX: do not include uncategorized_category_id in topic_create_allowed if posting in uncategorized is disabled ... Previously users were still allowed to create topic via API even if uncategorized was disabled. Not 100% happy with all this special casing, but I guess we have to do something.
