feat(tools): add cross-channel poll creation tool (#4396)

* feat(tools): add cross-channel poll creation tool

Adds a poll tool that enables cross-channel poll creation with voting
support. Changes all_tools_with_runtime return type from 3-tuple to
4-tuple to accommodate the new reaction handle.

Original PR #4243 by rareba.

* ci: retrigger CI
