fix(ci): replace all unavailable self-hosted runner labels with blacksmith-8vcpu-ubuntu-2404
...
Self-hosted runners are offline, causing all CI jobs to hang in
pending/queued state. Replace every runner label across all 28 workflow
files with blacksmith-8vcpu-ubuntu-2404.

- Remove detailed setup/docs sections (point to docs/ folder)
