When a version bump PR merges to master, the beta workflow now automatically creates a stable GitHub Release and triggers all post-publish steps (tweet, Scoop, AUR, Homebrew, website redeploy). The stable manual workflow now serves as a fallback — it no longer fails hard when a tag already exists, instead it warns and replaces the existing release. |

Workflow Directory Layout
GitHub Actions only loads workflow entry files from:
.github/workflows/*.yml.github/workflows/*.yaml
Subdirectories are not valid locations for workflow entry files.
Repository convention:
- Keep runnable workflow entry files at
.github/workflows/root. - Keep cross-tooling/local CI scripts under
dev/orscripts/ci/when used outside Actions.
