jordanthejet 0728ae0013 fix(ci): use Ubuntu 22.04 for GNU Linux release builds to preserve GLIBC compatibility ...

GNU targets (x86_64-gnu, aarch64-gnu, armv7-gnueabihf) must build on
Ubuntu 22.04 to keep GLIBC 2.35 baseline for Debian 12 / Ubuntu 22.04
host compatibility. Musl/cross/Android/FreeBSD targets stay on 24.04.
