Simian Astronaut 7 0b9a975da5 docs: restructure docs/ into topic-based directory layout 
- Move ~60 flat files from docs/ root into category subdirs:
  security/, hardware/, ops/, reference/{api,cli,sop},
  setup-guides/, contributing/, maintainers/, assets/
- Absorb and remove datasheets/, operations/, getting-started/,
  project/, structure/, sop/ directories
- Move testing-telegram.md to tests/telegram/ alongside test scripts
- Merge FutureRefactorings.md into refactor-candidates.md
