Argenis cc463c0df4 feat(delegate): make sub-agent timeouts configurable via config.toml (#3909) ... Add `timeout_secs` and `agentic_timeout_secs` fields to `DelegateAgentConfig` so users can tune per-agent timeouts instead of relying on the hardcoded 120s / 300s defaults.
