SimianAstronaut7 736347c71b fix(workflows): use RELEASE_TOKEN for beta release tag creation (#3366) ... The default GITHUB_TOKEN cannot bypass the "Release Tags - Restricted Operators" ruleset, causing beta releases to fail with a 422 validation error. Switch to a PAT stored as RELEASE_TOKEN that has bypass permissions.
