Simian Astronaut 7 7399894cc8 fix(ci): add web dashboard build step to release workflows ... RustEmbed requires web/dist/ to exist at compile time. The PR checks workflow used a placeholder mkdir, but release workflows need real built assets since they produce the distributed binary.
