Implement the core plugin infrastructure: - PluginHost: discovers plugins from the workspace plugins directory, loads manifest.toml files, supports install/remove/list/info operations - WasmTool: bridges WASM plugins to the Tool trait (execute stub pending Extism runtime wiring) - WasmChannel: bridges WASM plugins to the Channel trait (send/listen stubs pending Extism runtime wiring) Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
