Add blacksmith-2vcpu-ubuntu-2204 (used by GNU Linux release builds) to
actionlint's self-hosted-runner labels. Remove stale Hetzner/self-hosted
labels (racknerd, aws-india, light, cpu40, codeql, codeql-general,
hetzner, Linux, X64) that are no longer referenced in any workflow.
