Simian Astronaut 7 8d48472c9e fix(ci): add gate job and use pre-built security tools 
Add composite Gate job to checks-on-pr.yml so branch protection
only needs a single required check. Replace cargo-install with
taiki-e/install-action for cargo-audit and cargo-deny to cut
minutes off every PR run. Mark CI/CD P1/P2 findings as resolved
in refactor-candidates.md.

Workflow Directory Layout

GitHub Actions only loads workflow entry files from:

  • .github/workflows/*.yml
  • .github/workflows/*.yaml

Subdirectories are not valid locations for workflow entry files.

Repository convention:

  1. Keep runnable workflow entry files at .github/workflows/ root.
  2. Keep cross-tooling/local CI scripts under dev/ or scripts/ci/ when used outside Actions.
